Part of the old London County Hall is now a Premier Travel Inn - a low-
cost (by English standards) but quite good-quality chain. It's easy
walking distance to Waterloo.

Marriott Lambeth County Hall

Not "cheap" but not terrible, for London.

Good choice, it is within walking distance, some steps and curbs
to negociate, however.

Isn't there a Waterloo train station in London? I suspect
that was the subject of the OP's question.

Just to clarify this reply and the one about the Marriott: both are in
the old County Hall; the Marriott is on the river side; the Premier at
the back. If you want a cheap one: Premier.

This pub has hotel rooms and is probably the closest to the station.
http://www.infotel.co.uk/25643.htm which says from £70 (which is cheap by
central London standards)
I have never been in there but it looks OK. The location is durectly
opposite an entrance to Waterloo station, at the opposite end of the station
from the Eurostar platforms..
I also don't know if those are the best rates for this hotel, so it is worth
looking for this hotel on a few booking sites.
It may be a bit noisy there as there is a busy road in front and railway
lines above at the back.
I just saw they have their own website but it would not load when I tried:

You're right, and in fact it was the Premier we stayed in.

If you ask for room #406, you have this view of the Thames:
