Working hours have little to do with work ethics. It's entirely
conceivable that the average IQ of Europeans might be slightly lower,
but if so, it has nothing to do with the choice of working hours.

Yes, that's an important reason (although the Minitel is ruinously
expensive compared to the Internet). They were ahead of the back with
the Minitel, and now they don't realize how hopelessly behind they are.
