The problem facing the US "Dept of Homeland Security" (and the Security
Forces of any country with an open society and uncontrolled - or mostly so
- media)....
Issue a warning of a specific threat and be accused of playing politics.
Don't issue a warning and when an incident occurs, bear the onus of massive
political and real blame.
In this case, the "package" appears to be a compendium of a shadowy
existing collection of INTEL, much of it dating back to or before 9/11,
combined with a recent arrest in Pakistan of an individual deemed to be of
high 'rank" by the local security service.
Interrogated (and who knows to what extent force was applied, the
Pakistanis being more than theoretically capable of applications from the
bastinado and up) "jointly", he apparently has sung like a canary but with
untestable accuracy about matters connected with this already existing
"package".

written those books, when they let Osama and hundreds of AQ operatives
escape at Tora Bora. They relied on the Northern Alliance to cut off
their retreat instead of using US ground forces.
And shortly thereafter, according to Woodward's book, Bush
administration diverted funds earmarked for Afghanistan operations into
planning for the Iraq war. Bush also ordered Franks to plan for Iraq in
the spring of 2002.
And of course, Iraq is where most of the troops and intelligence
resources (agents who spoke Arabic) were deployed, again diverting much
of the latter from Afghanistan.
So while we're "safer," we still have to worry about AQ. Which was
allowed to escape.
