Heathrow: Tube to Vistoria, train to Dover
Gatwick: Train to Victoria or Clapham Junction, train to Dover.

By train, Gatwick is probably easiest, as you could get one train from
Gatwick to Victoria Station in London and then another train from
Victoria to Dover. From Gatwick you *could* go by train without going
into London but you will still need to change trains somewhere and you
total time is likely to be longer.
From Heathrow, you will need to go into London, but it's a bit more
complicated as you will need to get to Victoria or Charing Cross (or
Waterloo east), none of which has a direct rail or tube connection to
Heathrow

There's a train once an hour from Gatwick (xx53) changing at Tonbridge
that's usually a bit quicker than going into London and out again
