Default Exemption from ATOL regulations

In the small print on the Ryanair website, it says

"Ryanair flights between London-Stansted and Altenburg (Leipzig),
Ancona, Bergerac, Blackpool, City of Derry, Eindhoven, Genoa,
Haugesund, Karlsruhe-Baden, Klagenfurt, La Rochelle, Newquay, Pau,
Poitiers, Tours and Verona-Brescia and on occasion other routes or
flights may be operated on Ryanair’s behalf by the U.K. air carrier
Buzz Stansted Limited under Ryanair’s Airline Designator Code by way
of sub-service. These flights are exempt from UK ATOL Regulations"

As I understand it, Ryanair owns Buzz, so what's the effect of that
exemption, and, given the vagueness of "...and on occasion other
routes or flights may be operated....", which presumably the passenger
won't be aware of until they get on the plane, how enforceable would
any such effect be, if it operates to the detriment of the passenger?

I think technically they didnt actually ever buy Buzz, they bought the
rights to operate the flights and KLM still legally owns Buzz.

(But I'm not sure if that does anything to answer your questions.)

I don't think so, KLM were responsible for compensating their Buzz
workers, who refused to sign or were not offered Ryanair contracts,
for loss of jobs. As a result instead of KLM making a bit of money out
of the sale, they almost gave Buzz away.
Buzz was sold to Ryanair on 1 April 2003

KLM has belonged to Air France for about the last 6 months

As your later post makes clear, Buzz Stansted Ltd. - the company
referred to here - is a Ryanair subsidiary so for the OP's purposes, yes,
"Ryanair owns Buzz"!
