December/Spring Splitting, Snowfall... Advice!

I will have the chance to visit Central Europe on two occasions with my
boyfriend.
The first one will be this December, for little less than 3 weeks.
The second time will be next May/June (still unsure about the date) for a
similar period of time.
For this December we already know what we want: Snowfall in a romantic
setting.
We are considering three options: Bavaria, Austria or Switzerland. But we're
having the hardest time making up our minds!!! :(
Guaranteed snowfall is a big plus and will probably influence the decision
more than anything else. However (as an example), if Switzerland is much
better seen during spring, Then we'd better go to Austria or the Bavarian
Alps and leave Switzerland for my second trip (Again, just an example).
Any advice will be highly appreciated!

Unfortunately, imho there is no "guaranteed snowfall"
in the Alps for December, but if you want to be on
the safer side, better look for resorts at least at
2000, better 2500 m above sea level. This alone will
definitely limit the number of places to choose
from .....
Basically, chances for snowfalls are higher at Alps
NW/N range - but as already mentionned altitude is
the key element.
I used to spend a week in December for skiing in Zermatt
(at 1700 m, most skiing area above 2000 to 3800+ m

over the years close to every possible condition:
from heavy snowfall at arrival followed by great sunshine
and best powder for a whole week with snow down to the
village to no snow below 2500 m other than hard artificial
snow on prepared slopes .... .
And I would have problems spending more than 2 weeks
at the same mountain resort (even skiing ...), so
I would consider two different places (?)
