Reykjavik (Iceland) tops 11C in July on average. That's quite cool.

If it's not temperature you're after, perhaps you could choose a better
way to frame your question.
So, just what ->is it that you're after?

Gotta be Verkhoyansk - assuming, of course, that Siberia is now part of the
extended EU.

Don't worry, deliberate misunderstanding is more than a hobby round here,
it's a way of life.
My votes go for London, Barcelona, Copenhagen, Amsterdam, not necessarily
in that order. If I was more familiar with Berlin I suspect I would put it
on the list too.

Among the capital cities, probably Helsinki. Far north and no influence from
the Gulf Stream. Or maybe some northern Russian city. Pretty chilly there.

Berlin, London, Amsterdam, maybe Munich. Paris, Rome, Florence are nice, but
not, I think, cool.
All these have a lot of energy, are easy to get around in, have very active
nightlife that is not tourist dependent. Great sights, but one can have a great
time without ever going to a sight. Very modern and very old, and very alive.
Pretty young.

Cool is obviously quite relative here. For the UK, I would subtract
London from the above (and I love the city!) and replace Manchester,
Liverpool or Glasgow. Berlin _is_ cool. I'd add Cologne too.

Hmmmm - what's "cool" (or fun, great or whatever) is perhaps an
individual thing and/or a rather vague concept, which is probably why
you got climate posts first off.
For example, some would regard a place as "cool" because its arts
cinema hosted a festival of North Korean cinematography. The young
audience troops out after the show, saying things like: "Oh, Clarissa
darling, didn't Ding Dong Fuq's film about the tractor factory present
such a Kafkaesque Weltanschauung?" "Oh, YES, Jeremy, what a brilliant
aperçu!", after which Jeremy and Clarissa slope off to a bijou but
extremely overpriced restaurant serving the very best in Falkland
Island nouvelle cusine (only one penguin egg and they don't cook the
seaweed).
Or is "cool/fun" a place which has a palpable sense of history,
terrific architecture and decent beer which doesn't cost an arm and a
leg?
Is it somewhere still (relatively) off the beaten track, somewhere
which is quite difficult to reach, and which hasn't yet succumbed to
McDonalidization and where the locals are friendly?
So, could you define "cool/fun/great"?
Many thanks

I'd pick Bruges, Belgium. Not a big city, but we loved that place!
