The Lonely Planet Guide for Mediterranean Europe (2003) states that
"Currently the only ATM machine [in Belgrade] catering for
foreign-issued cards is in the foyer of the Hotel
InterContinental".
Is the ATM situation in Belgrade and Serbia in general really this
problematic?

Check the web sites for Visa and Mastercard, who run the ATM networks.
Lonely Planet authors are notoriously bad at finding things like ATMs and
internet cafes. I think they find it to be beneath them.
Though even the ATM network web sites can under-represent the situation. For
instance, both sites continue to insist there are no ATMs in the Maldives
despite the fact that there's a perfectly functional HSBC machine directly
across from the airport jetty in Male'.

Probably not, but if you can't find any ATM then you can probably just
visit a bank and ask them to withdraw cash for you.

No, you can find some Visa ATM around the city. But not too much.
You can also pay with Visa in most important restaurants and in big shops,
but usualy not in caffe. Pay attention that very few people have it there,
so they are not used to take Visa payments. Last summer I had problems for a
wrong ammount in a restaurant..

Hi Frode,
I am currently living in Belgrade, and I will be happy to inform you
that there are quiet a few ATMs. Not as many as central London or
Paris, but around town centre you will find some. I used my US-based
Internet ATM that is part of the Plus system to withdraw cash just
fine.
The following banks I tried out and it works in:
1) Commerical Bank Belgrade
2) Societe Generale
3) Reifhesien Bank
Reifheisen Bank you can find behind the McDonalds in the city center
(Teraziye)
For other parts of Serbia, unless its Novi Sad or maybe Nis, I would
count on bringing cash or withdrawing in Belgrade.
Regards,
George
