Going to the Algarve in July, never been before, heard that the sea is still
cold the, is this true? Staying in the Aparthotel Paraiso de Albufeira has
anyone been there and if so is it quite flat or is it hilly, having to take
a wheelchair and just wondered if the going is going to be tough.

What you'll find is that the further west you go, the colder the sea will
get - more Atlantic than Mediterranean. There are some great beaches to the
east of Faro - very quiet, clean and I would think the sea would be warmer
over that way.
(I've seen the July sea temperature for the Algarve quoted as 21C - but I
don't know which part of the coast that refers to)

There are quite a number of personal reviews of the property at this site:
http://www.algarve-uncovered.co.uk/algarve.htm
It is Atlantic Ocean, so it will never be too warm in the water, though we
do still swim there in March!
The hotel is up in an area of modern development that would make it hard to
get to the old town, and the town's beach with a wheelchair, but cabs are
pretty reasonable, if the hotel doesn't have its own shuttle. There are
plenty of stores and the touristy shopping 'strip' within direct reach of
the hotel. Some of the very nicest beaches are out of town a ways, and only
really accessible by car, and often with some steep access. Having a car
also makes trips to some of the beautiful outlying towns very doable.
