There's plenty of affordable accomodation in the center.
Never rent a car for going to the center. It'll be damaged/broken in to or
towed away by the police.
Better use public transport or walk.

Then I suggest you start by buying a Netherlands guide book. I personally
prefer Lonely Planets. They will have the budget places. There are others.

If you don't want to stay in Amsterdam itself, then I suggest you stay in
Haarlem. A charming place. It is just a short train ride away.

As everybody will post you don't want to drive in Amsterdam. Or in any city
in The Netherlands for that matter.

How about the Joops Hotel. The best deal in Haarlem.

If I'm not mistaken on Newyear's eve public transport in the Netherlands
stops around 20:00, and only starts around 9 the next morning. Keep this in
mind when choosing where to stay...

SOME busses yes. And even they tend to stop between 2200 and 0200.

Night trains on the Utrecht - Amsterdam - Den Haag - Rotterdam route,
and Amsterdam night buses, start around 1:00 AFAIK. I don't know about
night buses in other cities.
