I wasn't referring to finding a table in Cologne, specifically, though it
wouldn't surprise me if it were harder than you think.
The case I was particularly thinking of was Hannover, where the city of
about 500,000 inhabitants has 700,000 visitors over CeBIT's duration of
approximately a week (and no doubt similar numbers to other big trade
fairs). Obviously quite a few of them are day-trippers, but it's not
surprising that it is genuinely difficult to find a restaurant table
anywhere remotely close to the beaten track.
Hence, my point that it can be more pleasant to stay outside the
trade-fair city.

Quite right, referring to Hannover.
As for Cologne, no problem finding a bite.
