...which forces the staunchly non-emigrating Dutch to extend their
country westward by building new polders all the time.

non-emigrating? Where did you get that daft idea from? South Africa,
Indonesia, Australia, America ....

The haven't extended their country westward they have reclaimed land
that was flooded in the middle ages and earlier.
