This is to prevent tax evasion and being taxed twice or burden you with more tax than the locals as it is discrimination.
You have to comply with Portuguese tax laws and if PT tax is 2% higher then you get credit for tax paid in the UK and only pay tax at 2% in PT.
If you registered as a Non Habitual Resident then you will pay no tax in PT for 10 years.
Is this so hard to understand?
