Default UK state pensioner & Non EU spouse moving to PT

I am posting this question that came from an email that I received about healthcare coverage in PT for a UK state pensioner & their non-EU spouse who are moving to PT to take up residence.

The UK state pensioner will have their S1, so it is assumed they will be covered for free healthcare.

Will the non-EU spouse who is over age 65 also be eligible free health coverage?
