This is brilliant news.
I have held off changing my UK license, and was gonna do it before March 2024 (under current rules).
Will this mean that any UK license holder will simply be able to renew a UK license regardless of age, and be legal in PT?
(Of course I read that the license must be registered in PT with Portuguese address)

All that is now needed is agreement that those PT residents, Tax resident before Brexit, are able to make a reinvestment back in the UK, to reduce PT CGT, on sale of PT property. Of course that would include Portuguese nationals, moving to UK, as well.

No I dont think so. My understanding is that as a resident you can drive legally on your UK licence until it expires then you must replace/renew it with a Portuguese licence.

Yes I think you are correct, it does look that way.
So what is the position for say a French driver, who is a resident of Portugal, would they need to change their French license to PT, regardless of age?

The rules remain the same as they did for Brits pre Brexit ..ie the french licence is valid until it expires is lost or the driver gets points(unless Portuga loperates the digital virtual licence system) then they have to change
