Guardian today long article indicating people outside of UK for more than 15 yrs may be granted right to vote in time for next General Election

The right to vote in the UK elections reminds of IL Postino.Every time there is an election looming the local politicians promise to provide running water on the island.The election comes and goes and running water never ever materialises,so I would not hold your breath
