Scare tactics to try and tidy up all those living under the radar ?? Lots have never bothered to go official as far as I understand.

It's not scare tactics, it's informing British citizens that you have until 29th March to gain Residency in Portugal under the current rules, i.e. as a member of the EU. Post Brexit UK citizens will not be members of the EU and therefore cannot use the current regulations. The method for achieving the right to remain in Portugal, or any other EU state, post Brexit have not yet been formalised.
Those that choose to remain "under the radar" may be in for a rude awakening.

Or you think the UK will be joining Norway etc in the EEA?
Or you think UK citizens will have some special status that the rest of the non EU / non EEA countries in the world don't have?
Presumably the ease of movement you envisage for UK citizens in the EU would have to be reciprocated in the UK for EU citizens - or are you envisaging a more one-sided arrangement because Portugal and other EU countries see something particularly advantageous about receiving new residents from the UK as opposed to anywhere else?

UK Government advice is for Brits in Portugal register residency before Brexit is complete which is obviously the sensible thing to do & whilst nothing has been agreed yet the obvious post Brexit situation for those seeking residency post Brexit will probably have to fulfil similar criteria as non EU countries such as the US & Oz etc.

Anyone from the whole world can apply for NHR status in Portugal, once a resident. Brexit makes no difference to that situation.
It may be that applying and getting normal temp residency is easier before 29th March. After that it might be necessary to show means and have private health insurance.

Not scare tactics . You should be registered if you are living and working in Portugal. If you are you will be protected from any fall out from Brexit. The Portuguese government has made a statement to that effect. If not !!! The Dutch government has done the same . Sending out letters to all 40,000 British citizens living and working in NL. My friend received one this week and was very impressed,not to say relieved that they have taken this step. Something our own government can't be bothered to do.

Of course there is a reason that anyone spending more than 183 days in Portugal has not already applied for residency or is a resident...............I suspect that is to keep out of the Portuguese IRS headlights, and of course if British, still have an address in the UK so that they can continue to get Free healthcare whenever they want.
Once registered as a resident of Portugal or any other country, will UK citizens still be able to do this??
