Odd Mobile issue
I realised yesterday that my UK mobile (on Three PAYG) was no longer receiveing texts - although I could still make calls.
When I checked, I couldn't send texts either.
So I did all the usual, reset phone, cleared caches, removed and reinstated updates, etc., etc. - No result.
Then last night I wondered if it could be due to the PT company I'm roaming with - in this case MEO (automatically chosen).
So I manually changed the mobile feed to NOS - and immediately got a dozen delayed messages.
Why?

OK, to be clear, I was not receiving texts and couldn't send any - I just got an "unable to send" message.
However, better (but stranger) news is that, having switched roaming back to auto and settling back on MEO again, texts are still being received .....

I had a similar problem. I couldn't do anything, then forced it onto MEO from NOS and then onto auto and it started working again. Happened a few times; twice coincided with a trip from the UK to Portugal and also a trip from Germany to Portugal. To add, I have just had my phone unlocked and I will be returning from Germany to Portugal today, so it will be interesting to see what happens.

In case it is of any use to anyone - I am with EE in the UK. I am ( here in Portugal ) receiving and sending texts as normal, to UK and also France.
I notice that the local 'phone company on the screen is 'AlticeMEO' .

Sounds like that you didnt receive correct Message Center settings when switching roaming provider.
It's usually automatic but can fail sometimes.

I am using EE here, found out at some point I couldn’t get roaming data if network is Meo (auto select), I had to manually set to NOS to be able to receive data. Perhaps to do with some roaming agreement? Have to ditch EE next year anyway!

thought the EE new rule only applied to new contracts not excistng ones

So effectively they can charge roaming next year for every customer. Quite pissed off by this sneaky trick really!

Earlier this year EE messaged to 'force' us to move to a new contract. You can choose to leave or sign up a new 2 years contract, or if you do nothing EE automatically put you on a new 30 days rolling contract.
So effectively they can charge roaming next year for every customer. Quite pissed off by this sneaky trick really!
