Another vote for Millennium (we were going to shift to their related Activa online-only account but never got round to it as Millennium itself does all we need). Local personnel in 3 different branches we have had dealings with have all been excellent, useful, polite, well-organised. Monthly fees as long as our pensions are paid into the account are just under 5 euros, no charge for debit and credit cards in Mulltibanco system. Very sensible webpages, with English option, and very good App on the phone - not a great fan of phone-banking but this App does all we need without unnecessary bells and whistles if you don't want them. They have a payment system called MBWay via the App (we don't use this but some people find it very good).
(if we end up via the Covid queue system with one of the staff who do not speak enough English to be confident with us foreigners, they immediately slot us in with one who does - never had any problem with our pidgeon portuguese but it is nice to chat to an English speaker for the more technical bits of banking!)

We've been with Caixa Geral for years but getting fed up with their charges and the fact their debit cards can't be used on-line, just for shops and ATM use and they want €30 p.a. extra for credit cards. Can any other bank's debit cards be used on-line?

Yes, Novo Banco cards can be used online.
