Fiscal Representative must be appointed for non EU citizens who own property?

Fiscal Representative must be appointed for non EU citizens who own property?
If one's sole connection to Portugal is that of owning a house ( used for holidays in retirement ) , and one is not resident in Portugal, is it for certain that one has to appoint a Fiscal Representative now ( being a non EU citizen ) and what is the date by which this must be done ?

Has anyone actually appointed a professional finance firm to be their fiscal reps? I've been been quoted EUR 110 + VAT for no property ownership and EUR 220 + VAT for with property ownership. Both figures are the annual costs.
Are these figures reasonable? Can anyone able to beat them?

A massive shout out to both Richard and Chislenko - thank you both for the information.
A quick search on the internet concurs with the understanding - the tax minister has done U-turn on his promise and revoked the order to implement originally for this month-end. Wow, a U-turn that I like, for once!
It's a shame though the firm where I got those prices today did NOT mention this, and now I will not part any further cent with them.
