First thing to do?

Hi every one , I was trying to sort out a move to italy but after big family problems , it seems better the option of moving to portugal.
So what is the first thing to do? I want to be self employed (I have read that you have to pay 185 € minimum) and rent a cheap flat on Lisbon(somebody knows a good web were you can find places for under 350€ ?).
I have read the experiences of some expats getting the certificado de Registo and some are not very good.Is there some hints of what to do to or not to do?
Is recomendable to rent a flat that allredy have a Internet conection? or it is fast and easy to get ahold of one?
Can I rent a flat without a bank account?
In what order I have to apply for documents?
Sorry for so many questions , but for me is a huge move and my manouvre margin is very short.

I needed to provide my bank with "proof of income" before they would open an account. I am non resident.

This also happens before obtaining the work permit as a own employed?

Everything is pretty easy for foreigners here in my opinion; the system is quite bureaucratic, but probably not as bad as Italy.
You get your nif [fiscal number], I opened a bank account with no trouble. Bought a car too, no need to be a resident for that.
But making money is really very difficult. If you have a business you can run from here, or an income from outside Portugal, it's just great.
If you want to survive on a wage you earn here, think again.
