DIY help please.

I've got a new internal concrete wall,which I need to paint.But,it's got kind of a 'sandy' residue on it,which is gonna screw up the paint.What can I use to seal it before painting?

Has it been rendered? If so brush the wall off and then paint.

Yeah...will that work?..the gritty stuff seems endless.

PVA glue mixed with water to seal it then first coat 50 paint 50 water.
