Cartao Matrix
This is my most recent problem and of course it involves bureaucracy,
I sold my portuguese property early February. the funds gained went into my Montepio Bank. Transferred half out to the UK GBP a/c and the intention is to leave the remainder in Euros still with the same bank.
Now I returned to the UK but did not tell the bank of change of address in person face to face at the branch. This was a mistake.
Meanwhile my matrix card (grid card) expired. The new card has vanished, not at old address, bank will not send new card to uk address without proof I am resident in the UK, which I have been since time dot.
What are my options as I cannot transact on my account without the new card.? Well I can ask Lisbon to send a new card to the portuguese branch. Then go personally there to collect it. I am coming out again but not just yet.
Try a change of address using apostilled documentation, council tax demand etc. £35 a time for this and being familiar with portuguese beauracracy they might not even accept this.
There is no longer a Montepio in London that I can find.
Meanwhile I still have to pay 2017 IMI but Financas has not yet sent me any notification.
Anyone got a solution?

If you're registered with the Portal das Finanças you could set up direct debit payment at https://sitfiscal.portaldasfinancas....ebitosdiretos/, which should avoid the need for your card.

Thanks Richard. A timely reply. I am working on this.
First I have to declare my IBAN to Financas.
I guess my usual one which I have used to pay IMI for 8 years is unknown to them.
After 5 days they should confirm if my IBAN is in order.

Now that I think about this again, I seem to recall making some sort of payment to the state that didn't require as much authorisation as I expected (though it may just have been because it was such a small amount 
). If you've got the payment reference from the Portal das Finanças, you could always try to set up a payment to see whether you still need your card?
