The difference is taxes on gains and transfers, not "property taxes". If your property is owned by a Delaware corporation and you "buy" it by buying the corporation, Portugal and the local municipality won't "see" the sale, because the property is still owned by the same corporation and therefore they lose out on taxes on gains and transfers.

The whole "offshore" ownership scheme in Portugal will implode if the Portuguese government does what the British government announced ealier this year - that there will be punitive property taxes levied on homes owned by offshore corporations. IIRC Britain is going to levy council tax at something like five times the standard rate for the home.

There are punitive taxes on offshore structures already in place. These are in the form of property taxes, much higher for offshore structures than directly owned and can also impose a deemed income provision. This is why a comment was made on the 'camaras' going after these structures and my comment that it is not the 'camaras' but the revenue authorities that are doing this.
However, Delaware, and other US 'offshore' companies are not currently on the Portuguese 'black' list and are in principle safe from these measures-

The important part of your post is ," not ,currently ," on the PT blacklist , that is not to say that they will not be at some time in the future.
The question to consider is a possible short term advantage worth the risk in the long term plus the difficulty in selling an offshore property.
If Portugal does lurch to the left, all bets are off.

It will be difficult to single out US companies (even Delaware companies), but as they say 'there are ways and means'.
