Mmmm ... this is just very very sad entertainment.
I guess the answer lies with a subject who is concerned about breaking a 90 day limit... not your usual tourist... so probably someone who has a residence in Portugal which was probably the situation pre 'little england's' "freedom day".... that is, someone who was "resident".
Possibly said subject either had 'head in sand' or ... most probably as one who might have slavered over "regaining control, etc." and being generous & polite ... is er.. a little short of grey matter. ... and demonstrated by inability to count.
