2020 IUC Revised for Imported Cars
Has anyone worked out the exact impact of the planned downward revision in IUC for cars imported/transfered to Portugal in the last few years ?
I have the critieria - EU vehicle, first registered before 1st July 2007, first registered in Portugal after 1st July 2007 but the end result of the simulator gives such a huge saving am wondering if it is correct.

Did I read it correctly that the EU had given Portugal one week to change the system (2 weeks ago).
And that the EU would severly punish Portugal if it did not change.immediately.
Looking on the existing simulator for 2019, my 2007 vauxhall astra with 1.8engine will still cost e4800.
Best price for the car in UK is £1000

You're confusing 2 separate issues.
The change on 1st January 2020 is to the annual road tax on vehicles that were (later) imported & matriculated where that amount was calculated as the vehicle was new at year of matriculation & that changes to new at year of manufacture & you get nothing back for what you paid previously.
Taking an extreme case, a 1982 vehicle with 5.9 litre V8 engine & high emissions that was matriculated in 2012 was previously €776 & will drop to about €110.
The one off matriculation fee for those that do not meet the new immigrant tax free concession remains unchanged & I suspect that won't change in the foreseeable future as several other EU countries also do it & Portugal isn't even the most expensive.

Here it is : https://impostosobreveiculos.info/iuc/simulador-iuc/ but this is 2019. They say for 2020 instead of "Data da matrícula portuguesa" put in "Data da primeira matrícula" . Basically changing 2016 to 2006. By following this mine comes out at €67,42 instead of the €756,- I paid this year that's why I am questioning it.

I'm a little surprised it was that high before but I'd guess the new figure is more or less in the ballpark but we'll only find out for sure come renewal time.

I believe that mine goes down from the current value of 915 euros to almost half that figure.
