Oh well no problem, shall we all run up a few 100k and skip the country. Another trick, we could all hire a van and fill it will goods on credit then drive it back to eastern europe.

Government debt is one of the few cross border debts that an be collected in most places. Yet, government debt is not as great as amounts owed to credit card companies etc.
I was looking at the statute of limitations for some of the other places that have federal type arrangements, US, Canada and Australia. Different states? may as well be different planets.
Debts can be sold to 'in country' collectors who will rarely accept such a case unless their courts will recognise the claim. They do not want to lose their agency license by trying to force a payment where its own legal system does not have a system in place to enforce the collection in event of a legal appeal.
No hard and fast rules, though government debt does seem to get the most cooperation.
As for planning to take goods with no intent to pay, that is way more than debt recovery. So loading a van to go to eastern Europe is a case of premeditated theft and will probably get pursued as such.

Hi, My first post here.
I know of a British Citizen who moved to the Philippines about 10 years ago,he skipped owing about £40,000 to various credit cards and loans etc,he has recently told me that he has heard nothing from the companies he owes money to as he sold his house before he left and left no forwarding address,he made about £25,000 on the sale which has long gone but has been living a pretty good live from his state UK pension and he has also visited the UK a few times with no problem
