Where in the world is completely safe for anyone, foreigner or no!? I would avoid the SW and islands, yet I know foreigners who visit Zamboanga City multiple times without incident but do accept it is higher risk. Davoa is very popular with foreigners and you may find it very enjoyable.

Living close to Masbate and a partnership in a UK HSE (Nebosh / Iosh ) training company in Alabang, so staying in Alabang for about 2 1/2 weeks then home to Masbate for about 10 days. If I can be of any help in Advice in the Masbate area. Please feel free to contact me.

I would be more concerned about my safety in the UK than the Philippines. In general if someone is the type of person who is worried about being scammed, robbed, the food, water, health etc overseas then they have not broken the conditioning that ties them to a piece of dirt they call home. Travel with an open mind.
