Default Do I need a police certificate when lodging 457 application?

About to start my 457 long stay visa application and the instruction says you do not have to provide a police certificate when you apply. But you will be advised when it is required. Because I've stayed in the united states for quite a long time and it's gonna take months for me to get my fingerprint sent to the FBI and wait for their response. Do I need to get all these documents ready when I lodge my 457 or can I wait until they "advise me to"? Or is it only needed when I apply for permanent residency, which I won't consider at this moment.
