Poisoning in New Plymouth - is this for real?

The article doesn't say when it was written, maybe it's old news but even so the effects (if true) would still be there. Has anyone heard of this, is it true?

Plan A...dont live near a chemical factory or other large industrial plant, seems to working so far

That article was from the year 2000 Kija.
2 points :
1) I wouldn't trust Investigate magazine as far as I could throw them personally. Too tabloidy usually without providing much proof of the things they claim.
2) The Watkins Dow plant there stopped making 245T in 1987.
