In the UK there are two types of diesel.. Road diesel, bought at the pump, is taxed just like petrol.
Agricultural Diesel (so called Red Diesel) has little or no tax on it, but is strictly for agricultural use. If the cops catch you using red diesel in your road car, the penalties can be quite severe.
I suspect that the real reason NZ persists with RUC is that so many people have access to diesel from farms, that the UK system would be impossible to police.

Its almost as if the government is saying " OK, your car uses less fuel, so we're going to make sure that the fuel you DO use is going to cost you more, so you're no better off"
Crazy un-green logic and a crazy system.
