On the bright side, I guess dirty water is better than no water.

PSA: Don't risk drinking the water, stick to drinking distilled spirits neat to be safe.

Most of the rural population drink rainwater off their roofs, filtered or otherwise, without much harm. A high proportion of the townie population eg Chch don't want their water chlorinated (and don't mention fluoride) 😀. Difficult to blame the Govt for that.
