That does seem to have been the case in recent years. Perhaps there is a large "underbelly"? The situation is likely to persist for as long as NZ maintains just about the world's most liberal **"life"** sentences (sorry, 10-12 years just doesn't wash).
Having said that, on national statistics (approx 2 murders per 100,000) there would be an average of around 8 per year in Chch.

Im fully behind the campaign to stop the Christchurch CEO getting his $68,000 yearly pay rise. He sounds like a right p1llock too.

Well let's be fair. Surely that figure includes kids still at school and so on. I think the average salary of NZers is about twice that. You are right though. He shouldn't be on twice the salary of the Prime Minister.
