It would be great for New Zealand but bad for OZ. New Zealand would be a drain on the OZ economy, even if New Zealanders want it OZ will never allow it. OZ is the best performing economy in the western world while NZ economy is poor in comparison. NZ would get the benefit of OZ's massive mineral wealth while OZ gets nothing much in return. For OZ It would be like the drain on West Germany after the reunification with dirt poor east Germany. Sorry New Zealand we Aussies don't want you.

Actually, the Australian constitution already lists NZ as a member state of the Federation. Australia can not legally stop NZ from joining. A referendum couldnt even do it, as we would have to include NZ in it as well.

If NZ all of a sudden announced they they were joining today, no one in Australia or even the Queen could stop it.

NZ is not a drain anyway, it would be a source for cheaper labour as they earn quite less. You would soon find a lot of Australian companies relocating to Auckland, Christchurch or Welllington to take advantage of lower wages and cheaper real estate.

NZ also has enormous tourism potential, its pretty good at the moment but can be so much more.

Rainwater in New Zealand is usless to OZ becasue it would cost too much and be too difficult to transport to OZ, you would need some sort of massive under ocean pipe, just like the tropical North of OZ has plenty of rainwater bit its too difficult and expensive to move to the south. Anyway the droughts coming to an end now and Victorais buiding a desalination plant.
