cant help too much, apart from saying new plymouth is the largest of the towns. Wanganui isnt too far from palmerston north and wellington, but is quite small and a little isolated.
never been to hawera so cant say.
new plymouth seemd like a nice town when we were there, but it was only for a long weekend. the mountain and national park is impressive, and you are within driving distance of most North island sites, sort of half way between auckland and wellington

Wanganui is also reputed to have a slight gang/drug problem.
We enjoyed our stay there, but that's what I've heard since we arrived. Suppose it all depends where you live though eh? We checked with our local Police for areas to avoid, and they were very helpful.
