This made me laugh, what do they think the government does to identify people?! I'm sure it would be a pretty simple task of identifying those people.

As for Phelps and his organization, this comes up time and time again. If you're offended by his group's schtick - and I use that word deliberately - you have no idea what the WBC is about. If you are offended by them you're a sucker, in the strictest PT Barnum sense.

They are a family of lawyers who deliberately court controversy in order to sue when their first amendment rights are violated.
