If they gave people the freedom to choose, most people would avoid paying and the BBC would die. I think that would be the death knell for freedom.
The media here is alive and kicking, doing great investigatory journalism, and holding to account the rich and the powerful (witness Rupert Murdoch for one). There's only one reason for that and it's the BBC, doing much of the reporting, but also setting the benchmark that everyone else has to live up to.
In America, the media is bought and paid for by large corporations. The American public is kept in ignorance about the things that most affect their lives, and no one - NO ONE - is ever held accountable.
Because of what I've experienced elsewhere, I was proud to come home and pay for my license to help keep the institution going.

I didn't read Shirl's comment as a criticism of the BBC, but rather of the automatic assumption that every home has a tv - ie where is the freedom to choose not to have a tv and not have to justify that decision to any kind of authority.
That's how I interpreted the comment, of course I could be completely wrong

I stopped watching tv years ago when I realised it was just background noise to me. The license is only needed to watch tv live (strangely it doesn't differentiate between satellite tv made and broadcast in another nation) Not catchup tv for now (although they are working on iplayer in the future so you need to login with your license details)
The letters are aggressive, distressing, and they don't listen to you even when you ring them up. Continue sending letters.
In the end I got an aggressive person on my doorstep, needling me to get in. I didn't have a tv, didn't watch tv I told him. I do watch catchup every so often when someone says something is worth watching for cultural/political value. I was ill and informed the guy such but he wouldn't leave and in the end I said he could come in, he got 30ft down a corridor and then apologised and left. He never checked my gear.
Two years later and the letters started again, demanding I go online and confirm I am still not watching tv. The threats were aggressive. I signed it online and received no less than 3 confirmation emails. My name was incorrect on their database, always has been, but there was nowhere to correct it. I feel guilty signing something that wasn't technically in my name.
They need a warrant to enter your house. Gaining one requires evidence. They cannot commit an offence to gather that evidence as it would be inadmissible. If they present a warrant, examine it very carefully.
I am of the mind that if they turn up again I will demand a signed note that they will pay me the cost of the tv license if they DO NOT find I am watching tv. I'd recommend everyone else attempts the same too, that doesn't watch tv. With paying out a few thousand people doing the same they'd soon stop harassing people. Some people have actually called for police harassment complaints to be put in actually, against Capita, who are the aggressive staff who knock on your doors.
You need to be covered by a valid TV Licence if you watch or record TV as it's being broadcast. This includes the use of devices such as a computer, laptop, mobile phone or DVD/video recorder.
