TOR packing list rejected

We applied for our TOR on the 14th with all the enclosures including an excel spreadsheet of our inventory. received an email this morning saying our application had been rejected because it contained no packing list. Is there a required format?
I also cant get past the automated call process when calling the HMRC number. It doesn't recognize TOR or Transfer of residence. If i say import duties it says I have to have a consignment number. What am i meant to say please?

Can't comment on anything except the packing list, which you do need. It can be reasonably generic - pots & pans, not 2 small pots, 1 large pot, 1 cast iron pan or assorted clothes and so on. Boxes should be numbered and the list corresponds to box numbers.

we just had a company out to quote on shipping to the UK, he sent me a list of everything with the quote and said that i could use this to request a TOR number. I signed two copies, and sent with application. We shall see what happens.

You are the person who is transferring residence; I believe you should sign.
