I just got a long detailed reply from that Pet Travel Service--the official uk.gov folks. !!!!!! It explains the whole shebang (sp?) in detail. Serious detail. I have just written back asking permission to quote it in full on this site, and explaining why I couldn't understand the facts from the uk.gov website. We'll see what they say--it would be great to have it laid out here for everyone. And also great if they were to add a line or two on the gov.uk website so it was crystal clear at first read rather than one of those read a bit here, a bit there jobbies.

Wishing you a wonderful cruise! And I totally understand about being worried for your little dog. They are so dependent on us, it's quite shocking sometimes the responsibility.

I got this lengthy, detailed reply from the uk.gov people to my questions about transporting pets from the US (a 'listed' country rabies-wise) to the UK. I think it clarifies all the things we've been asking. I got their permission to quote it. This answer is as of today, August 24, 2016. As she says, everything is in process.

"Good morning Sheila

That is correct your pet must:

1). Animal is micro-chipped, then
2). It is vaccinated against rabies; (the pet must be at least 12 weeks old before it can be vaccinated against rabies for the purposes of Pet Travel) then 21 days from the date of vaccination, the pet should be eligible for entry into the UK, provided all other rules of PETS have been met.

A rabies blood test is not required for pets entering the UK from listed non-EU countries. USA is a listed country.

To clarify, Defra requires that all pets entering UK airports are able to be transported safely and securely to the pets checking facility. The procedures for doing this are set out in each airline’s required method of operation (RMOP). However, operations at airports are both sensitive and complex, and other vital border controls need to be taken into account when these procedures are agreed. In practice, this means that pets currently travel to the UK by air as 'manifest cargo'. This not only enables the pets to be transferred efficiently to the pets checking facility, but also means that a documentary record of the pet’s arrival is available to customs and other border control officials.

Please note, once an RMOP has been agreed, the details cannot be changed without the transport company re applying for approval. Thus, if the RMOP states that pets will travel as manifest cargo – this is how pets will have to travel.

Defra officials are working with APHA, HMRC, Border Force and other operational partners to explore whether it would be practical to transport pets by air into the UK in ways other than as manifest cargo. We did offer a pilot scheme where airlines could apply for approval to transport pets in the cabin on a flight entering Great Britain into London Heathrow airport. This pilot remains available, however to date we have not received any requests from airlines for approval to transport pets into Great Britain in the cabin.
Even if the manifest cargo requirement was no longer an approval condition for the transport of pets into GB by air it would, of course, remain a commercial decision for airlines to decide whether to allow pets to travel in the cabin of the aircraft or as checked baggage. The Gov.uk website will be updated accordingly should an airline be approved in the future.

As you are aware, the journey that actually brings the pet into the UK must be via –
An authorised airline (from any airport, in any country) into UK airports on the airline’s existing RMOPs (Required Method of Operation),
An approved ferry company or
Eurotunnel Shuttle Service,

You may travel via other listed countries (having met their import/transit requirements with the relevant country). Therefore, you could travel with your pets in the cabin or as excess baggage (subject to the airlines regulations) to an EU country, then travel to the UK with an authorised carrier. If this was by air the pets would have to travel as manifest cargo, but for a shorter journey.

You are advised to check all proposed travel arrangements with the carrier (transport company), before booking the trip to the UK as they may have their own additional conditions of travel. These conditions may include a health declaration for your pet.
