I'd say so - anyone who gives the USA 100% for infrastructure is simply having a laugh: If whoever compiled that had spent much time here they might have noticed the crumbling roads and bridges and the surprisingly frequent power cuts, for example.

Quality of life means different things to different people though. I feel here in Australia my quality of life is much worse than the U.K as I have less time and work more hours e.t.c My children however do have a better life here and spend much more time outside playing where they could not in the U.K.

I would actually agree with you having spent time in Portugal and Spain but then if you were born in those countries is the U.K better, I doubt it.
Quality of life means different things to different people though. I'm not sure this means anything at all. There are just too many variables in terms of what you are looking for, priorities, family circumstances, income and location etc.
It stands to reason that people returning to good jobs in their preferred location, and a comfortable house, are going to have a very different perspective to others who find themselves struggling. There are other considerations too, if you have children.

It is odd how they define quality of life before they even start an assessment. People can have money, live in the best location, great job but still be inwardly unhappy and unfulfilled so for them, all the things they have got don't give them the quality of life they want regardless of where they live.
Paying for all the above is also a factor therefore quality of life, if measured by these scales, becomes somewhat an ironical myth.

If you look at the latest index for the UK , all the factors are important when
choosing a place to live.

Uraguay scores higher then the UK which is suprising, l thought Uraquay was a third world country. OZ , Malta and Portugal score the best for climate.

Uruguay third world!!! Far from it, it has relatively low poverty, its economically viable, politically stable, relatively corruption free, given that 90% of the population are of european extraction the country doesn`t face huge socio-issues, it has a great climate, great cost of living for a european and most importantly its very safe compared to other latin american countries. In fact the only bad thing about the country is the tranquility of the place and so it would be easy to die of boredom.
