Phoning UK from Canada

Hello all. I’m sorry to say that I am confused yet again. My niece sent me a UK sim card so we can change our phone number on the CRA web site. Phone number is required for two step authentication. I know I have to drop the first 0 of the UK number when dialing internationally but I keep getting different answers about exit and country codes. Do I dial 011 44 or +44 or something else? Any one know for sure? When we call the family, we use WhatsApp so it hasn’t been an issue.
Also, our flights are booked for two weeks today, TOR approved and the goods we shipped have already arrived and are in storage. When we arrive in the UK do we go through red or green. We won’t have anything that would normally need to be declared but I wondered if we needed to confirm our actual arrival?

AS for the TOR, the red/green channel at the airport applies to the goods you are carrying with you as luggage, nothing to do with anything you have shipped - you declared those on the TOR itself
