I'm intrigued by this. 
Is it that you did an exchange with another member of your family to help them move into better property (your original tenancy), rather than them waiting forever on the exchange list?
If so, I understand that, but then surely you were the tenant of the property they exchanged with you?
So I am thinking that you left without telling the council and gave your keys to someone to hand in for you, but as you owed rent and hadn't given the council notice of quitting the property, you owe rent for that too?
If that's the case, when you talk to the council you could leave out the bit about exchanging with a relative and just say you decided to move very quickly and then pay up what you owe.

Not sure what you exchanged? council house to your friends family member, for what? their council house? and if that's the case why didn't you simply advise the council you were giving up the house to leave? some other famiy could have moved in.
