I would guess that most providers would not open a new account for someone who is not resident in the UK so your choices may be limited, even with an IFA providing the advice. (I just checked 2 of the big providers, Vanguard and Fidelity, and both require you to be UK resident when opening a new account)

Good, then there are some of them around and an IFA should know which ones will open new accounts for non-residents.

I don't need to open a new account ,currently I have two fully open and active pension accounts with two different providers ..I am just looking to transfer from one to the other , but due to the pension in question having protected benefits by est of GAR I will need to obtain financial advice via a fca registered advisor , hence why I'm searching for one that supports expats

That should work.

Pension Wise is a service I used when helping a friend. You should be able to access them through Citizens Advice or with them directly. Might be a good start.

https://www.citizensadvice.org.uk/ab.../pension-wise/

Pension Wise is a government service set up to help people understand the pension options available to them. It offers guidance to help empower people to make informed decisions about their pension which are best for their individual circumstances.
.
.

Pension Wise offers guidance, not regulated financial advice. It can help you understand the information you need to make a decision, but the choice is yours. It will not recommend any financial products or providers and adheres to Financial Conduct Authority standards.

Trained guidance specialists will discuss the options available, the features of each and set out the next steps for service users.

It does, because there are countries where FCA rules mean that IFA's in the UK are not allowed to advise expats living in them.
