Let me say it again, an option is to move to Scotland, take employment (part time minimum wage would do) and to take a maximum OU workload. With OU, fees are based on residence, not prior residence. Of course you won't get a student loan from HMG in these circumstances.
I guess I'm still not seeing the Scotland connection - isn't OU a "UK" university? Are you saying that Scotland would then treat him as a resident for PGR study, but England will not? Or is it that Scottish resident PGR fees are lower than England ...?

that is for sure I feel Scoutland will help.no need for the student loans anyway but being classified as a overseas student is kind a harsh:P HMG is doing more than enough
