When you see a property for rent online - I would assume you would pay council tax on top - So if I sore a flat for 450 pounds PCM - I would automatically assume that your would pay 550 pounds PCM as ball park Figure correct.

I think it depends on the landlord, but generally, yes the tennant would have to pay Council Tax, which as you say is probably around 100pcm.

Other things like electric, gas, water rates, tv licence are also negotiable and you need to enquire about these.

We rent out our house and include TV licence and a monthly gardener to come round as part of the rent cost.

Yes, that is what I have found out since coming to the UK, I also had to pay water rates in my last rental but not this one.

Water rates may be included in the Council tax - mine is, flat rate no matter how much water you use. It's crazy - no incentive to conserve water!

Also, it's worth noting that if you rent by yourself, you get a discount (25%, I think) on council tax. Also, Council Tax on a flat will be less than a terraced will be less than a detached, so you could be paying as little as £50, or well over £100 pcm.
