Meet the requirements to apply, get on the waiting list, and wait. That's the simplest.

The website for the local authority area to plan to move to will have the details.

Currently, in England, you need to have lived in the area for two years prior to application for most councils. Council hpousing in the UK at the moment is rarer than hens teeth.

Good point, lived in the area for two years prior to application for most councils is important, if I just arrived in England that means no way to apply.
How about in Scotland and wales ? need two years prior ?

Even if there isn't a two year minimum requirement, everywhere has huge waiting lists, so you'd need to be prepared for a long wait. Bottom line, if you can't afford to house yourself in the UK then best to wait until you can before moving, as you can't assume you'll get housing from the council.
