That is not correct.
Individual circumstances need to be looked at in detail to determine under the Statutory Residence Test (which was introduced by HMRC with effect from the 2013/14 UK tax year) which of those tests an individual passes which in turn determines their residence status for that tax year.
The area of residence is complex so professional advice should be taken.

Technically yes, however it may be possible to split the UK tax year from the day you move abroad if you meet the Split Year criteria, which can be found here: https://www.gov.uk/hmrc-internal-man...asis/rdrm12000. As a minimum you'd have to be confirmed UK Non-Resident for the following UK tax year and meet other Split Year criteria, which you won't know for sure until 6th April 2024.

I have been given advise that even if one moves abroad on an full time assignment in Feb , split tax year will be applicable as one will meet case 1-3 Residency test so no tax payable on foreign income for month Feb-Apr
