So where will all those displaced head to next ? As far as I can se from the accents I hear around here Scotland is one of the places chosen for settlement !

Abandoned cars; always seen them at DXB but over the last year there has been a huge increase at AUH, usually clamped eventually.

This, and only this. Be it a crap largely-autonomous HR, or one that has crap processes and output because of how its managed (or left unmanaged) from above.
The over-used mantra that "people are our greatest asset" is only worth anything if senior management a) really believe it, and b) ensure that it's actually reflected in how HR behave.
In 30 years I've only worked with one HR Director who was worth his salt and, sadly, even he eventually succumbed to the idiocy and lack of professionalism of the MD and board, by which time the writing was on the wall.

Is the situation your discussing the same across the whole Middle East? I've been offered a job in Bahrain and talk of expats leaving and worsening conditions for expats is a bit worrying, specially as I have a family that would be relocating with me.
