It means you can look it up for yourself.

Few countries are strictly anything though - you will find elements of both in the USA. Officially however, since it's founding it has been a Republic.

Regarding Americans not being able to explain it. Not many Britons can explain exactly how our political process works either. Same goes for most nationalities, especially in larger nations it seems.
