Default Supplier Complaint Procedure

I need to file a complaint about a company regarding a refund I am owed for faulty goods.
I’ve been on the DED website to register but according to the site I’ve now got to verify my account in person at one of their offices. Is this for real? What’s the bloody point of having an online system?!!!

If anybody’s raised a complaint with the DED could you let me know if you had to do this. Ta.
